SEO involves the following:-
(in order of their importance)
1) Link building - the more the links from high pagerank pages the more the rank in search engine.
2) Content optimization - use of keywords in title, headings, etc
3) Website name - It helps to great extent if the url contains the keywords.
4) Meta tags and many more small things. But the above 3 r most important.

Thanks for the heads up on the Google SEO information. You would think they know what they are talking about. I am going to go look at it now. It is interesting that as you say it focuses on on-page SEO when everybody is saying tageted backlinks are what's important.
